Meet Fredericksburg’s New Parks, Recreation & Events Director: Jennifer Casarotti

Jennifer Casarotti has been named the new Director of Parks, Recreation & Events for Fredericksburg, bringing over 20 years of experience in both local and federal parks leadership.

Her career began with Spotsylvania Parks & Recreation before advancing to a major role at Headquarters Marine Corps, where she managed commercial recreation programs on a global scale.

Jennifer oversaw multimillion-dollar operations, directed complex planning initiatives, and advocated for military installations nationwide.

After returning to Fredericksburg as Superintendent of Leisure Services, she built valuable partnerships and expanded offerings for residents.

Following service as Assistant Director, her vision and leadership led to her selection as Director after a competitive search.

Residents can look forward to innovative programs, vibrant community events, and enhanced park facilities as Jennifer leads the implementation of the city’s Parks Master Plan.

Fredericksburg Completes Phase 1 of Smart Water Meter Upgrade

Fredericksburg has completed the first stage of its Advanced Metering Infrastructure (AMI) Project, launching a new era in the city’s water management.

On September 23, officials celebrated the installation of nearly 8,800 smart water meters at homes and businesses.

This $4.5 million upgrade means water use is now monitored digitally rather than through manual meter readings, which once required staff to check about 3,700 meters by hand.

With smart meters sending data multiple times daily via secure cellular networks, billing is more accurate and leak detection faster, potentially saving the city an estimated $150,000 a year in labor.

Mayor Kerry Devine emphasized that the project enhances service and efficiency for residents.

Partnerships with Badger Meter and Concord Utility Services ensured installations finished early and below budget, most taking just 30 minutes per property.

Next year, Phase 2 will debut the “Eye on Water” app, letting customers track their water use and catch leaks sooner.
